[OpenRelief Developer] Outreach update: situation simulation being created

Kevin, a gaming whiz, has been working on a situation simulation to teach people how to use OpenRelief tools quickly.
He has just broken cover with the first variant. As he wrote:

What I understand is that:
- We need to cover the entire disaster to give context for deploying OpenRelief
- There will be an additional guidebook to provide more detailed information about a disaster and its impact
- Once we profile the OpenRelief tools for Kevin, he can make a tactics guide that specifically explains their utility in deployment for the simulation
The attached PDF includes a couple of notes from me so the formatting is not really suitable for pretty-printing, but I thought you might like the update.
